Format a sequence of attribute value pairs into a printable string.

size_t buf_len
);Description
The caller should provide a storage buffer and the buffer length.
Parameters
- rh
a handle to parsed configuration.
- pair
a pointer to a VALUE_PAIR structure.
- buf
will hold the string output of the pair.
- buf_len
the size of buf.
Return Value
a pointer to provided storage buffer.
