Scale matrix A.

Jacobi scaling D^-1 A x = D^-1 b, where D represents the diagonal of A=(a_ij)

LIS_SCALE_SYMM_DIAG

Diagonal scaling D^-1/2 A D^-1/2 x = D^-1/2 b, where D^-1/2 represents the diagonal matrix with (a_ii)^-1/2 as the diagonal
