IDAMAX
Purpose:
IDAMAX finds the index of the first element having maximum absolute value.

DX is DOUBLE PRECISION array, dimension ( 1 + ( N - 1 )*abs( INCX ) )
INCX
INCX is INTEGER storage spacing between elements of SX
